​Dr. Oseela N. Thomas, founder and president of Eval Global Solutions, LLC, is a champion for igniting positive change through impactful program evaluation. With extensive experience tackling complex projects across education, communities, and ecosystems, she sheds light on what truly works. Dr. Thomas's passion lies in unlocking the potential within educational programs, particularly those serving minority, disadvantaged, and cross-cultural populations. Her expertise in youth development, social justice, and culturally relevant interventions fuels her mission to bridge the gap between good intentions and lasting impact.

Dr. Oseela N. Thomas is founder and president of Eval Global Solutions, LLC. She has extensive experience carrying out complex, multi-year, local- and national evaluation projects. Her forte is evaluating educational programs, but her work also involves evaluating community projects, eco-systems and networks locally, nationally, and regionally. spans the domains of health, social services and ecological-community psychology. She brings a rich knowledge of experiences in evaluation, applied research design and conceptualization, measurement development, and quantitative and qualitative statistical analyses and methodologies. Dr. Thomas has content area expertise in educational programs, minority achievement, youth development, service-learning, social justice, multicultural education, and culturally relevant programming and intervention. Working with minority, disadvantaged and cross-cultural populations is her specialization.

 
Dr. Thomas has evaluated STEM programs as part of larger educational initiatives, primarily through 21st Century Community Learning Centers in which she has been an evaluator for various programs over the past 10 years. She is a firm advocate of improving academic achievement for all, but in particular underrepresented groups. This includes increasing minority students in STEM, who have been underrepresented in the field. For her doctoral dissertation, she designed, implemented and evaluated a culturally relevant afterschool intervention for African American young women called Young Empowered Sisters (YES!). The program was geared towards improving academic achievement among participants. • Evaluation of the YMCA of USA Goizueta and WK Kellogg funded Early Learning Readiness and Afterschool Extension Initiative (evaluated culturally relevant evaluation for initiative that targeted low-income communities, and Hispanic youth and their families).

 

• Mississippi Department of Education 21st Century Community Learning Centers (managed the statewide evaluation of 200 21cclc afterschool programs disbursed across the state of Mississippi, which also included STEM programming as a part of the larger initiative).

 

• Academy of Educational Development (currently FHI360) & National Service Learning Partnership Diversity and Strengthening Service Learning Initiative (managed evaluation of initiative aimed at increasing diversity in service-learning leadership).

 

• W.K. Kellogg Foundation’s Legacy Scholars (managed the evaluation of Legacy Scholars, a multimillion-dollar, district-wide college preparatory program designed to help low-income and K-12 minority students attain post-secondary, college education).
